Home Energy Efficiency Resources for Income-Qualified Homeowners

 

Heat Pumps

  • Maine State Housing Authority
      • Heat Pump Program– Covers the cost of one heat pump and the installation. Heat pump would be a secondary heating system.
        • Eligibility Requirements: Homeowner is eligible for HEAP, must be the homeowner, and the house is a good candidate (determined by a heat pump contractor inspection).
  • Efficiency Maine
    • Whole-Home Heat Pump Incentives– After filing for a rebate, Efficiency Maine provides 80% of project cost up to an $8,000 lifetime rebate limit. 
      • Eligibility Requirements: Homeowner participates in HEAP, SNAP, TANF, or MAINECARE and homeowner obtains an Income Eligibility Verification from Efficiency Maine. More details about structural requirements on the website
    • $4,000 Supplemental Heat Pump Rebate for Low-Income Households– After filing for a rebate, Efficiency Maine provides 80% of project cost up to $4,000. 
      • Eligibility Requirements: Homeowner participates in HEAP, SNAP, TANF, or MAINECARE, single-family house, two-unit duplex, or condominium, that is located in Maine, MUST BE FIRST HEAT PUMP
    • Whole-Home Heat Pump Solutions for Manufactured Homes Pilot– A pilot program for installing heat pumps in mobile homes. Costs $2,000 for the entire project; however, there is a payment plan option. 
      • Eligibility Requirements: Homeowner participates in HEAP, SNAP, TANF, or MAINECARE and homeowner obtains an Income Eligibility Verification from Efficiency Maine.

Water Heaters

  • Efficiency Maine
  • Eligibility Requirements: Homeowner participates in HEAP, SNAP, TANF, or MAINECARE and the existing water heater is located in a basement with 6 ft or higher ceilings. 

Weatherization 

  • Maine State Housing Authority
    • Weatherization Program– Provides grants to income-qualified homeowners to make their homes more energy efficient. Improvements may include insulation, weather-stripping, caulking, and some safety-related repairs.
        • Eligibility Requirements: Homeowner is eligible for HEAP and house “is in good structural condition.”
    • Home Repair Program– Provides a grant of up to $30,000 for a variety of home improvement projects including energy efficiency improvements. 
        • Eligibility Requirements: The household income at or below 80% AMI Income Limits. Additionally, the applicant must be the person on the deed and tax bill. 
  • Efficiency Maine
        • Eligibility Requirements: Homeowner participates in HEAP, SNAP, TANF, or MAINECARE and homeowner obtains an Income Eligibility Verification from Efficiency Maine.
  • Habitat for Humanity
    • Keep York County Warm– Provides weatherization projects at no cost such as pipe insulation, new storm doors, caulking and pipe insulation, and window inserts. 
      • Eligibility Requirements: Own your home, or live in a home owned by someone in your family; Live in York County; Qualify for LIHEAP, received general assistance in the past year, or have a yearly income under 80% of the median income.

Miscellaneous

  • York County Community Action Corporation
      • Home Energy Assistance Program (HEAP or LIHEAP or ELP)Also sometimes known as Low-Income Home Energy Assistance Program or Electricity Lifeline Program. These provide help with heating costs to income-eligible households. Application appointments are made over the phone: (207) 459-2950 through YCCAC.
  • WindowDressers
      • WindowDressers Window Inserts– Provides no-cost inserts to income-qualified clients in exchange for their participation at the local community build. 
  • Eligibility Requirements: Must ask for the special rate.
  • Efficiency Maine
      • Home Energy Loan– a loan of up to $7,500 for income-qualified households in order to upgrade their energy efficiency. 
        • Eligibility Requirements: An Income Verification from Efficiency Maine, a credit score of at least 580, and a maximum debt-to-income ratio of 70%.
      • Free Energy-Efficiency Kit– a free kit containing a dual-spray kitchen aerator with pause lever, a bathroom faucet aerator, and an energy-saving shower head. 
        • Eligibility Requirements: Efficiency Maine Income Verification Number (comes with the income verification) and the home uses an electric water tank to heat hot water.
