Home Energy Efficiency Resources for Income-Qualified Homeowners
Residential Heat Pump Rebates – Offers rebates up to $9,000 for low-income households, $6,000 for moderate-income households, and $3,000 for other households, subject to program requirements and lifetime limits.
Eligibility Requirements: Low-income homeowners or household members must participate in HEAP, SNAP, TANF, or MaineCare and complete Efficiency Maine’s income eligibility verification. Heat pumps must meet requirements for serving as the home’s primary heating system. Additional requirements apply.
$3,000 Supplemental Heat Pump Rebate for Low-Income Households – Provides a $3,000 rebate toward the installation of a qualifying first heat pump.
Eligibility Requirements: Homeowner or household member participates in HEAP, SNAP, TANF, or MaineCare, with eligibility verified by Efficiency Maine. Must be the first heat pump in an eligible owner-occupied primary residence. Additional equipment and installation requirements apply.
Manufactured (Mobile) Home Initiative – Provides qualifying homeowners with $12,900 toward a $14,900 ducted heat pump installation, leaving a $2,000 homeowner contribution. Financing is available, with additional loan costs.
Eligibility Requirements: Income-qualified homeowners of eligible single-wide manufactured homes currently heated entirely by propane or kerosene, located in designated towns. Homes must meet additional program requirements and receive preapproval from Efficiency Maine.
Heat Pump Water Heater Incentives – Efficiency Maine offers a $1,200 instant discount on qualifying heat pump water heaters.
Eligibility Requirements: The unit must be new, ENERGY STAR-certified, and installed in Maine. Installation requirements include adequate space, ceiling clearance, drainage, and suitable temperatures. The discount is available regardless of household income.
Air Sealing and/or Insulation – Provides rebates based on the size and location of insulation improvements and air sealing work. Low-income homeowners may receive up to $4,000 per large insulation zone, with a lifetime rebate limit of $8,600 per building or condominium ($5,600 for mobile homes).
Eligibility Requirements: Homeowner or a household member participates in HEAP, SNAP, TANF, or MaineCare and obtains Income Eligibility Verification from Efficiency Maine. Home must be an owner-occupied primary residence in Maine, and improvements must be completed by an Efficiency Maine Residential Registered Vendor. Additional property and installation requirements apply.
Home Energy Loans – Provides loans of up to $7,500 at 5.99% APR over 10 years for income-qualified homeowners to finance eligible energy-efficiency improvements, including heat pumps, insulation, air sealing, and heat pump water heaters. Other loan options of up to $25,000 are available.
Eligibility Requirements: Low- or moderate-income eligibility verification and approval from Efficiency Maine, a minimum average credit score of 580, and a maximum debt-to-income ratio of 70% for the income-based loan. Improvements must be completed by an Efficiency Maine Residential Registered Vendor. Additional property and loan requirements apply.
Free Energy-Efficiency Kit – Provides a free kit with water-saving devices, including a dual-spray kitchen faucet aerator with pause lever, bathroom faucet aerator, and energy-saving showerhead, to help reduce hot water use and electricity costs.
Eligibility Requirements: Must participate in the Arrearage Management Program (AMP), have an electric tank water heater, and have not previously received a free energy-efficiency kit from Efficiency Maine. Applicants must provide the verification number from their AMP letter.
Maine State Housing Authority (MaineHousing)
MaineHousing Energy Assistance Programs – MaineHousing offers energy assistance programs for qualifying low-income households, including potential assistance with heating systems and home energy improvements.
Eligibility Requirements: Vary by program and may include HEAP eligibility, homeownership, and property suitability. Contact MaineHousing or your local Community Action Agency to confirm current heat pump assistance, eligibility, and funding availability.
Weatherization Program – Provides free home energy assessments and weatherization improvements to eligible households. Improvements may include insulation, air sealing, heating system efficiency, and ventilation upgrades.
Eligibility Requirements: Income-qualified homeowners and renters, including eligible 2–4 unit residential buildings. Eligibility is often based on participation in HEAP, although households may qualify under separate weatherization income guidelines. Homes must meet safety and structural requirements.
Home Accessibility and Repair Program – Provides grants of up to $30,000 to eligible low-income homeowners for necessary home repairs, including energy efficiency improvements, heating and electrical systems, windows, doors, roofing, structural repairs, and accessibility improvements.
Eligibility Requirements: Household income at or below 80% of Area Median Income (AMI), based on household size and location. Applicant must have owned and occupied the home as their primary residence for at least one year before applying. Additional property eligibility requirements apply.
Habitat for Humanity York County
Keep York County Warm – Provides free weatherization improvements to eligible low-income homeowners in York County. Services may include pipe insulation, storm doors, caulking, and removable interior storm window inserts. The program also offers aging-in-place modifications to improve home safety and accessibility.
Eligibility Requirements: Applicant must own their home or live in a home owned by a family member; reside in York County; and qualify for LIHEAP (HEAP), have received General Assistance within the past year, or have an annual household income below 80% of the median income.
York County Community Action Corporation (YCCAC)
Home Energy Assistance Program (HEAP/LIHEAP) – Provides financial assistance to income-eligible homeowners and renters to help cover home heating costs. Eligible households may also qualify for emergency heating assistance, weatherization, and electricity bill assistance through the Electricity Lifeline Program (ELP/LIAP). Applications can be submitted online, by telephone appointment at (207) 459-2950, in person, or by mail through YCCAC.
Eligibility Requirements: Based on household income and size, with additional program requirements. Applications for the 2026–2027 heating season are accepted from August 3, 2026, until funds are exhausted or May 29, 2027.
WindowDressers Window Inserts – Provides custom-made insulating window inserts to reduce drafts and heating costs. Low-income households may receive up to 10 inserts per year at no cost through the Special Rate program. Recipients are generally expected to participate in a local Community Build.
Eligibility Requirements: Households with low incomes or receiving assistance such as LIHEAP or SNAP may qualify. Applicants must request the Special Rate when applying. No minimum payment is required, and accommodations or participation waivers may be available for those unable to volunteer.
